The Civil War confronted Sucre and La Paz in the years 1898-1899 for the rigth of beeing Bolivia's capital. This war was decisive for the destiny of Boliva during the XX Century. This political war (liberals against conservatives) manipulated the federalism ilusion; economic (the end of the silver era and the beginig of the tin era) and social-ethnic (the indigenous uprising of the circumstancial liberals allies), with the protagonism ot three important historic characters:José Manuel Pando, Severo Fernandez Alosno and Pablo Zárate Willka.
